Studio City Property Management

Property Management in Studio City, Los Angeles

Bessa Properties manages houses, duplexes, and apartment buildings in Studio City: leasing, rent collection, maintenance, and the City of Los Angeles rent stabilization and registration rules that apply south of the 101. We are a California DRE-licensed company.

Studio City is Los Angeles, and that decides the rules

Studio City has its own name, its own neighborhood council, and its own ZIP code, but it is not its own city. Every address here is inside the City of Los Angeles, which means the Los Angeles Rent Stabilization Ordinance, the city's Just Cause Ordinance, and the Los Angeles Housing Department's registration system are what govern a rental, not a separate Valley rulebook. Owners sometimes assume the Valley is looser than Hollywood or Koreatown. It is not. The same ordinance that covers a courtyard building on Franklin Avenue covers one on Moorpark Street.

What is different here is the mix. Studio City runs from the Los Angeles River and Tujunga Wash on the flats north of Ventura Boulevard up into the Santa Monica Mountains south of it, and the two halves rent to different people for different reasons. The flats have the 1940s and 1950s houses in Colfax Meadows and Woodbridge Park, the walk-up apartments on Moorpark, Laurel Canyon, and Coldwater Canyon, and the condos and larger complexes along Ventura itself. The hills have Fryman Canyon and the streets off Laurel Canyon, where a single house on a lot is the norm and the driveway is half the maintenance budget.

Demand holds up because of who is nearby. Radford Studio Center has anchored the neighborhood since the 1920s, Universal is a few minutes down Lankershim, and the B Line station at Universal City puts Hollywood and downtown within reach without a car. Carpenter Community Charter and Walter Reed Middle School draw families who sign long leases. A well-kept unit south of Ventura rarely sits, and a house in the hills with a working HVAC system and no water intrusion is the easiest thing we lease.

The buildings we see most

Post-war ranch houses on the flats, many with a converted garage or an ADU built after 2017. Eight-to-sixteen-unit stucco walk-ups from the 1950s and 1960s with tuck-under parking, most of them under the RSO because their first certificate of occupancy predates October 1978. Condos from the 1970s and 1980s along Ventura and Laurel Canyon with an HOA in the middle of everything. Hillside houses on caissons with a long list of drainage and retaining-wall issues that show up in the first winter rain.

The owners we work with

Owners who ask us about Studio City are usually in one of a few situations: a house that has to be rented while the owner works out of town, an older building on Moorpark or Coldwater whose registration file has drifted out of date, a few Ventura Boulevard condos that would be easier to follow on one statement, or a hillside property with an ADU below it where the two units fall under different rules.

What local means to us

We know which streets flood at the Tujunga Wash crossings in a heavy rain, that hillside homes off Laurel Canyon need their gutters and drains cleared before November rather than after, and that a tenant in a 1960s building will call about the wall heater the first cold week of the year. We work with plumbers, electricians, and roofers who already cover the south Valley.

How the Los Angeles rules affect you as an owner

Coverage. The RSO covers residential units in buildings that received their first certificate of occupancy on or before October 1, 1978. In Studio City that takes in most of the apartment stock on the flats, plus duplexes, condos and townhomes of that age when rented, many accessory dwelling units, and two or more houses sharing one parcel. A detached single-family house that is the only dwelling on its lot is exempt, and so is nearly everything built after 1978. Exempt from the RSO is not the same as unregulated: those units are usually under the city's Just Cause Ordinance and often under the state rent cap. We check the certificate of occupancy date on ZIMAS and the LAHD property records before we quote, because the answer changes what the building is worth to you.

Rent increases. A covered unit can be raised once in any twelve-month period by the percentage the city sets each year, between 1% and 4% depending on inflation. For July 1, 2026 through June 30, 2027 the figure is 3%. Skipped years do not accumulate. The deposit can be raised by the same percentage at the same time. As of February 2, 2026, there is no added percentage for utilities the owner pays and no increase for adding a dependent; an additional adult who is not a dependent can trigger a 10% increase if notice goes out within sixty days, and the rent drops back when that person leaves. Notice is thirty days for an increase under 10% and ninety days above it. We track the eligibility date for every unit so the window is not missed and the notice is not served early.

Registration and fees. Under LAMC 151.05, RSO units have to be registered with LAHD every year, and the tenant has to be given a copy of the current registration statement before rent can legally be demanded or accepted. The rent registry, with rent amounts and tenancy details for every unit, is due by the last day of February. The RSO fee is $38.75 per unit, the Systematic Code Enforcement fee is $67.94 per unit, and non-RSO rentals pay a $31.05 Just Cause fee. Half of the RSO and SCEP fees can be passed to tenants as small monthly surcharges. An unpaid fee is an affirmative defense a tenant can raise against an eviction, which is the practical reason we keep this current for every building we run.

Ending a tenancy. A no-fault termination, whether an owner or family move-in, an Ellis Act withdrawal, a demolition, or a government order, requires relocation assistance and a Declaration of Intent to Evict filed with LAHD before any notice is served, with a copy of the notice filed within three days of service. The relocation amount depends on the tenant's category, how long they have lived there, and their income; LAHD publishes the schedule and we point owners to the current version rather than quoting a number that will be out of date. Since March 2023 a tenant cannot be evicted for nonpayment unless the arrears exceed the federal Fair Market Rent for that unit size. Anything that could end in court goes to a landlord-tenant attorney first.

Harassment and short-term rentals. The Tenant Anti-Harassment Ordinance applies to every residential unit in the city, which is why entries, repairs, and communications get documented the way they do. Home-sharing is limited to the host's own primary residence, capped at 120 days a year without an extended permit, and not permitted in RSO buildings at all. If a unit near the studios has been going out by the night, that has to stop.

Rules change. The figures above come from the Los Angeles Housing Department's published bulletins and are current as of September 2026. Before you rely on a number for a notice, a sale, or a tax position, confirm it with LAHD at (866) 557-7368 or with your attorney or CPA. We do the same before every notice.

Who we work with here

A house or condo

A single house on its own lot, whether in Colfax Meadows or up Fryman Canyon, is usually outside the RSO, which makes it the most flexible property in Studio City to own. The flexibility is in the rent, not in the eviction rules or the habitability standard, and a hillside house comes with drainage, slope, and access questions that a flat-lot owner never thinks about. Condos add an HOA with its own move-in rules and parking assignments. We set the lease up correctly, keep the property maintained, and send one statement a month.

A house with an ADU, or a duplex

The rules for this kind of property are particular. Add a second dwelling to a house that predates October 1978 and the house loses its single-family exemption. Whether the ADU itself is covered is a separate question, and it turns on how the unit was built. LAHD's guidance is that a unit carved out of habitable space inside the original house can fall under the RSO along with the house; one converted from non-habitable space, such as a garage, is covered by the city's Just Cause Ordinance instead; and a newly built ADU, attached or detached, is generally outside the RSO as well. Owners who live in the front and rent the back still have to register the covered unit and still owe relocation assistance if they end that tenancy without cause. Sorting out which rule applies to which unit is worth doing before the first lease is signed, not after a notice has gone out.

Apartment buildings

For the eight-to-thirty-unit buildings on Moorpark, Laurel Canyon, Coldwater, and the numbered streets off Ventura, the work is registration, the annual increase cycle, turnovers, and keeping older systems ahead of failure. Long tenancies and below-market rents are common, and we are honest with owners about what a unit will and will not rent for when it does turn. You get a monthly picture of income, expenses, and what is coming up.

One predictable monthly fee

A manager who charges a percentage of collected rent gets a raise every July when the RSO increase goes in. We offer flat fee management instead: one fixed monthly amount per property that covers rent collection and maintenance coordination. It does not move when rents do. Leasing a vacant unit is a separate, one-time fee, charged only when we actually place a tenant.

The amount depends on the property, so we quote it after a short conversation about what you own. Read how flat-fee management works, or request a quote and we will send it to you in writing.

Questions Studio City owners ask us

Is my Studio City house under rent control?

If it is a detached single-family house and the only dwelling on the lot, no, it is exempt from the RSO. It is still subject to the state rent cap in many cases and to the city's just-cause and anti-harassment rules. Add an ADU to a pre-1978 house and the picture changes: the house is no longer the only dwelling on the parcel, so it comes under the RSO. The ADU is treated on its own. Per LAHD, an ADU converted from habitable space in the original house may be covered too, while one converted from a garage or other non-habitable space, and a newly built ADU whether attached or detached, fall under the Just Cause Ordinance rather than the RSO.

How much can I raise the rent this year?

For an RSO unit, 3% for increases taking effect between July 1, 2026 and June 30, 2027, once in twelve months, with thirty days' notice. For a unit outside the RSO, the state cap under AB 1482 may apply instead. We confirm the current figure with LAHD before any notice goes out.

My building has never been registered with the city. What happens now?

Register it. Until there is a valid registration statement and the tenants have a copy, rent cannot legally be demanded and an eviction can be defeated on that point alone. We bring the file current, confirm each unit's rent and tenancy start date, and pay the fees, then run the building normally.

Can I move a family member into one of my units?

Owner or eligible relative move-in is a permitted no-fault reason, but it requires relocation assistance, a Declaration of Intent to Evict filed with LAHD before the notice, and it carries its own restrictions under LAMC 151.30. Talk to us and an attorney before anything is served.

Can I rent my hillside house furnished, or on Airbnb while I am away?

A furnished lease of a year or more is fine, and we manage furnished units on the same terms as unfurnished ones. Home-sharing is a different matter: it is limited to your own primary residence, capped at 120 days a year without an extended permit, and not allowed at all in RSO buildings.

What does the flat fee include, exactly?

Rent collection and maintenance coordination for the property. Leasing is billed separately when a unit turns over. The fee is quoted per property in writing before you sign anything.

We also manage in nearby Hollywood, West Hollywood, Beverly Hills, Santa Monica, Culver City, and Inglewood.
